#747 General Manager, Compliance and Enforcement, SES Band 1, Australian Energy Regulator

The Australian Energy Regulator works to make energy consumers better off, now and in the future. They regulate electricity networks and covered gas pipelines, in all jurisdictions except Western Australia. They set the amount of revenue that network businesses can recover from customers for using these networks. They enforce the laws for the National Electricity Market and spot gas markets in southern and eastern Australia. They monitor and report on the conduct of market participants and the effectiveness of competition. The AER is Australia’s national energy market regulator and has an independent board. The AER shares employees, resources and facilities with the ACCC.

The Compliance and Enforcement Branch has recently been expanded within the AER and is on a growth trajectory, with the AER pursuing more enforcement matters than ever before. The Branch undertakes compliance investigations across the energy market and puts forward proposed enforcement responses to the Board.  They examine sources of, and use of intelligence, across their work program.  The Branch negotiates and manages administrative and court enforceable undertakings, and works closely with the Board’s Enforcement and Compliance Committee (ECC) to navigate these.  The AER is increasing its number of litigations, and the Compliance and Enforcement Branch works in close partnership with legal colleagues in the ACCC to manage these.

The General Manager, Compliance and Enforcement will be responsible for the overall leadership of the Branch and will need to work closely with the Board, CEO and other senior managers in relevant portfolio areas across the organisation. The General Manager will have significant interactions with government, market bodies, consumer stakeholders, ombudsman schemes, and industry.  They will be a trusted advisor to the AER Board and CEO and all compliance and enforcement matters.
