The Digital Solutions Division (DSD) is the driver of digital, data and innovation in the department. DSD leads large, complex digital projects that deliver new business systems, as well as supporting a large portfolio of mission critical digital services. DSD aims to deliver digital applications and services in a modern, connected and integrated way that drives business value and builds trust with citizens; by aligning business needs and policy outcomes to deliver robust, resilient, and customer-centric outcomes. DSD has a broad range of stakeholders – internal business areas, end users of the systems it builds, other government agencies, Ministers, external partners, and industry bodies.

As the First Assistant Secretary of DSD, you will lead a large and diverse team responsible for complex digital projects that deliver new business systems, as well as supporting a large portfolio of mission critical digital services. The division currently has responsibility for a large program of digital delivery work across all DEWR business lines and also delivers and supports projects for external agencies. You will also provide the foundations for data driven insights and policy outcomes through leading the Chief Data Officer. You will lead your team and the department in client focused innovation, to utilise emerging technology and consider use of artificial intelligence within the department.

As a member of the Senior Executive Services, you will also contribute to the leadership and strategic direction of the broader department.

The key duties of the position include:

  • Significant experience leading large teams in digital design, technical architecture, integration and interoperability of IT applications and solutions.
  • Demonstrated experience in the development and delivery of user-centred IT applications and solutions.
  • Demonstrated experience in leading teams to take a user-centred design approach to solving complex problems.
  • Highly developed understanding of government processes with the ability to balance, and bring together, a number of high-priority projects and cross-cutting themes to deliver on department and government priorities.
  • Experience and skills in financial management including managing a large budget in a complex financial environment including fee for service arrangements.
  • Exercising judgement to weigh up information and identify critical factors and issues.
  • The ability to act as a trusted advisor to the Secretary, Executive and key external stakeholders, including Ministers’ offices.
  • Strong leadership skills, with the ability to inspire diverse teams to innovate and deliver shared outcomes.
  • Excellent communication, teamwork, management and stakeholder relationship skills and demonstrated ability as a persuasive leader with exceptional influencing and leadership skills.
  • Guides, mentors and develops people.

Ideal candidate 

The ideal candidate will have the ability to:

  • demonstrate strategic thinking, highly developed conceptual and analytical skills,
  • demonstrate a deep understanding of digital design, technical architecture, integration and interoperability of IT applications and solutions,
  • demonstrate experience in user-centred digital design and strategy development,
  • demonstrate a strong understanding of cyber security and secure application development practices,
  • demonstrate strong collaboration skills and working across departments and government to achieve results,
  • demonstrate achievement in leading large and diverse teams to deliver outcomes and a proven ability to balance multiple competing and significant priorities,
  • anticipate, identify, and actively manage strategic risks, and
  • be flexible and resilient.
